The president of Uzbekistan has offered his government’s assistance in investigating a suspected terrorist attack in New York that US officials say was carried out by an Uzbek citizen.

“Uzbekistan is prepared to provide all measures and means to assist in the investigation of this terrorist act,” Shavkat Mirzoyoyev said on November 1 in a statement of condolence addressed to US President Donald Trump.

Authorities in New York said that the suspect, who has been named as 29-year old Sayfullo Saipov, drove a rented truck onto bike path on October 31, killing eight people in the process. Saipov is then said to have emerged from the vehicle carrying two replica handguns, crying “Allah hu Akbar,” before being shot in the abdomen by a police officer. The incident has been classified as a terrorist act.

Not much is known yet about the suspected perpetrator, other than that he has been living in the United States for around seven years.

Uzbek officials have said they are looking into Saipov’s background, although no details have been provided publicly. Sources inside Uzbekistan have identified Saipov as a native of the capital, Tashkent. The press secretary for the US Embassy in Tashkent, Heather Nauert, said in statement that the State Department is closely monitoring the situation.

US media have reported that the man moved to the United States in 2010 and is in possession of a green card. Saipov has, according to reports, variously resided in Florida and New Jersey. The Huffington Post reported that somebody under the same name was registered to an address in Ohio, although both the name and surname are relatively common in Uzbekistan.

Media have also reported that authorities found a handwritten note, presumed to be from Saipov, claiming allegiance to the Islamic State militant group.
