If the proposal gets through, it would mean that the independent gas producers in the Russian Federation would be able to better serve the domestic and, possibly, international markets.

“The board noted that the access should be ensured on the basis of the Gazprom’s responsibility for gas security to consumers in the Russian Federation, stable functioning and development of unified gas supply system, development of gas fields of federal importance and execution of international obligations on gas exports,” the press release says.

At present 32 independent gas consumers have access to the gas pipelines in Russia as compared to 6 in 1998.

The output of independent Russian gas producers amounted to 56.9 billion cubic meters as of September 2008, more than double the volume of 1998.
